Calgary Launches $35,000 Backyard Suite Incentive Program

Why Backyard Suites? Calgary's Housing Shortage

Calgary's population grew by over 50,000 people in 2023 and continued strong growth into 2025. Vacancy rates tightened substantially across the city, and rental prices climbed to record levels. City Council has been under pressure to find scalable ways to add rental supply without requiring major rezoning battles or greenfield development.

Backyard suites — also called garden suites or detached secondary suites — allow homeowners to build a fully self-contained rental unit on their existing lot. Unlike basement suites, backyard suites are separate structures, often built in the rear yard, with their own entrance, kitchen, bathroom, and living space. They add housing supply without changing neighbourhood character, and they give homeowners a direct income stream.

Program Funding Details

The Backyard Suite Incentive Program provides multiple layers of funding:

  • $15,000 for general construction costs — available to all qualifying applicants
  • Up to $20,000 for underground infrastructure costs — 40% of eligible costs when both onsite and offsite utility connections (water, sewer, electrical) are required
  • $7,500 accessibility bonus — for mobility-accessible unit designs
  • $2,500 no-relaxation bonus — when the design fully complies with the Land Use Bylaw without requiring any relaxations
  • Heritage property matching — dollar-for-dollar matching for designated heritage properties

The combined base incentive reaches $35,000 for properties requiring infrastructure upgrades. With bonuses, a mobility-accessible unit on a property with infrastructure needs could qualify for over $42,500 in total grants.

First-Come, First-Served Funding

The program draws from a fixed $10 million pool. Funding is allocated on a first-come, first-served basis based on conditional approval applications. Once the pool is exhausted, the program closes — there is no waiting list for the next funding round.

This means Calgary homeowners who are considering a backyard suite should move quickly. The first-come element is not just a marketing phrase — the $10M pool will be drawn down as conditional approvals are issued, and demand for the program is expected to be high.

Critical Timing: Conditional Approval Before Permits

One of the most important procedural requirements of the program: homeowners must receive conditional program approval before applying for development permits or building permits. Applications that submit permits first are ineligible for the incentive.

This means the proper sequence is:

  1. Obtain a design / site assessment
  2. Submit for conditional program approval with the City
  3. Once conditional approval is confirmed, apply for development and building permits
  4. Proceed with construction
  5. Document eligible costs and submit for grant disbursement after final inspection

Short-Term Rental Restriction

One condition of the program is a short-term rental restriction: for every $10,000 of incentive funding received, the backyard suite unit cannot be registered for a short-term rental licence (e.g., Airbnb, VRBO) for one year. A homeowner receiving the full $35,000 would face a 3.5-year restriction on short-term rentals for that unit. Long-term tenants are permitted at any time.

Eligibility

To qualify for the Backyard Suite Incentive Program:

  • The suite must be a single detached backyard suite on a residential lot — not attached to the main home or any other structure
  • The property must be within Calgary's city limits and zoned to permit a backyard suite
  • Only one incentive per property — previous recipients cannot apply again for the same address
  • Conditional approval must be obtained before any permit applications are filed

How This Compares to the Basement Suite SSIP Program

Calgary also continues to run the Secondary Suite Incentive Program (SSIP), which provides up to $10,000 in grants to legalize an existing illegal basement suite. That program has a December 31, 2026 amnesty deadline.

The two programs are separate and can both apply to the same property. A homeowner with an illegal basement suite and sufficient rear yard space could potentially pursue both — SSIP to legalize the existing basement suite, and the new Backyard Suite Incentive to build an additional detached unit in the back yard.
