A legal secondary suite in Calgary gives you rental income, adds resale value, and — unlike an illegal suite — doesn't create insurance and liability risks. But building one properly takes planning across zoning, permits, construction, and inspections. Homeowners who try to rush the process or skip steps often end up with costly rework.
This guide walks through every step, in order, so you know what to expect before you commit to a single dollar of work.
Step 1: Confirm Your Property Is Eligible
Not every Calgary property can have a legal suite. The first step is confirming your lot qualifies:
- Land Use District: Secondary suites are permitted in most single detached residential zones in Calgary (R-C1, R-C1L, R-C1N, R-C1s, R-1, R-1N and others). Check your property's land use district on the City of Calgary's website or through your builder.
- One suite per property: You cannot already have a secondary suite or a garden/garage suite on the property.
- Single detached dwelling: The suite must be within a single detached home (or contextual single detached). Semi-detached and row housing have different rules.
- Parking: You must be able to provide one off-street parking stall for the suite tenant in addition to existing parking.
If you're uncertain about your property's zoning, your builder should be able to check this during initial consultation. It's also available through the City of Calgary's development map online.
Step 2: Assess Your Basement's Suitability
Before applying for any permits, have a builder assess your basement's actual conditions:
- Ceiling height: Minimum 1.95m (6'5") throughout. If you don't have it, underpinning is required — a significant cost decision that needs to be made before anything else.
- Window placement: Every bedroom needs an egress window (minimum 0.35 m² opening, no dimension smaller than 380mm). Assess what window work is needed.
- Moisture: Any water infiltration must be corrected before suite construction begins.
- Electrical panel: A suite typically requires its own sub-panel or significant panel capacity. Assess what's there now.
- Existing rough-in: Some Calgary homes have basement plumbing rough-in already in place. If yours does, it saves meaningful cost.
Step 3: Determine Whether You Need a Development Permit
In many Calgary zones, a secondary suite is a discretionary use — meaning a development permit is required. In some zones, it's a permitted use — which still requires a building permit, but the development permit process is either not required or is streamlined.
The development permit application involves submitting a site plan showing your property, parking arrangement, and proposed suite entrance. Processing takes approximately 60 days. Your builder should be able to guide you on whether your specific zone requires this step.
Step 4: Apply for a Building Permit (and Trade Permits)
Every legal suite requires a building permit. Your permit application must include:
- Floor plans showing the existing basement and proposed suite layout
- Details of fire separation assembly (walls and ceiling)
- Window schedule showing egress compliance
- Site plan showing parking and suite entrance
Depending on scope, you'll also need:
- Electrical permit (almost always required)
- Plumbing permit (required if adding bathroom or kitchen)
- Gas permit (if adding gas range or separate heating)
- Mechanical permit (if modifying HVAC)
Working with a builder who submits complete permit applications the first time avoids common delays from incomplete submissions.
Step 5: Construction Phases
Once permits are approved, construction typically follows this sequence:
- Demo and prep — clearing existing finishes, marking suite layout
- Egress window installation — enlarging window openings and installing code-compliant windows
- Underpinning (if required) — excavating and lowering floor level to achieve ceiling height
- Rough plumbing — installing drain, supply, and vent lines for suite bathroom and kitchen
- Rough electrical — sub-panel, circuits for suite appliances, lighting, outlets, smoke/CO alarms
- Framing — partition walls, ceiling framing
- Fire separation assembly — fire-rated drywall on all shared walls and ceiling, sealed penetrations
- Insulation
- Drywall and interior finishing
- Kitchen installation — cabinets, counters, sink, appliances
- Bathroom finishing
- Flooring, doors, trim, and paint
- Suite entrance / exterior door
Step 6: Inspections
A legal suite requires multiple City of Calgary inspections during construction. Key inspection points include:
- Rough framing inspection — before drywall goes up
- Rough electrical inspection — before walls are closed
- Rough plumbing inspection
- Insulation inspection
- Final inspection — after all work is complete
Your builder must schedule each inspection and work cannot proceed past an inspection point without approval. An experienced builder manages the inspection calendar as part of the project schedule.
Step 7: Registration and Completion
After passing final inspection, your suite needs to be registered with the City of Calgary's Secondary Suite Registry. This is what gives you the right to legally rent it. Under the 2026 amnesty program, registration fees are currently waived for qualifying suites.
Keep all permit approvals and inspection records. These documents are important for insurance, for rental agreements, and when you eventually sell the property.
How Long Does the Whole Process Take?
From initial consultation to legal suite registration:
- Site assessment and planning: 2–3 weeks
- Permit applications and approvals: 6–10 weeks
- Construction: 8–14 weeks (add 4–8 weeks if underpinning)
- Final inspection and registration: 1–2 weeks
Total: approximately 4–7 months for a typical suite. Projects requiring underpinning or development permit discretionary review can take longer.
